About Us

The Bipartisan State Board of Elections & Ethics Enforcement (State Board) is the state agency charged with the administration of the elections process, campaign finance disclosure, and ethics compliance in North Carolina. The State Board comprises eight members, all of whom are appointed by the Governor. 

 

On June 1, 2017, a panel of superior court judges dismissed a lawsuit challenging the constitutionality of the state law creating the State Board.  The new agency assumes duties formerly overseen by the N.C. State Board of Elections and the N.C. State Ethics Commission, along with lobbying compliance carried out by the Secretary of State. Though the lawsuit is now being appealed to the N.C. Supreme Court, this agency is now the consolidated State Board and continues to enforce North Carolina’s elections, ethics and lobbying laws. The state's 100 County Boards of Elections conduct local elections, operate voting sites, maintain voter registration lists and handle numerous aspects of election administration. County Boards include three members, appointed by the State Board. The office of the State Board of Elections works in conjunction with County Boards of Elections offices to ensure that elections are conducted lawfully and fairly.

 

Location and Directions

The North Carolina State Board of Elections and Ethics Enforcement is located in downtown Raleigh, North Carolina, at 430 North Salisbury Street. The Board is located on the third floor of the Dobbs Building, on the northwest corner of the Halifax Mall. The Dobbs Building is easily recognized by its distinctive black granite exterior.

Given its central location in the city, the Dobbs Building can be accessed in many ways.

Visitor Parking

Parking is available for visitors in Deck #75, a block down North Salisbury Street from the Dobbs Building. As you pass the Dobbs Building on the left, you will see a State Capital Police office on the right. You will take the second right after the police office, which will take you directly to the visitor's deck.

State Employee Reporting

There is a hotline that provides a confidential avenue to report allegations of wrongdoing pertaining to fraud, waste, and abuse of State assets.

There are two methods for reporting your complaint, anonymously or in confidence. Anonymously requires no name or contact information. However; in some cases, failure to identify yourself may make it difficult to investigate the complaint. If you provide your name and contact information it will remain confidential and will not be release to others or used in any public documents. All complaints are kept confidential under General Statute §143-748 and not subject to the public records law.
